Admission and Borrowing Conditions
While joining the Library, an applicant submits a passport, on the base of which a librarian fills out a registrar form plus a library card and the applicant sings them.
Children under 16 are registered with their passport.
School pupils of 1st - 8t forms have a reduced price library ticket. Library service is free for orphans, inmates of a Children's Home and handicapped children.
The validity of the library e-ticket has no time limit. It can be bought for a determined single free.
Books are lent out for a period of one month. Lending period may be extended twice.
Fresh periodical publications cannot be borrowed to take home, older ones are lent out for a week.
A reader may borrow from the Library to take home no more than 5 items of publications for no more than 30 days.
Rare and valuable editions are not issued home. They can be used in the Library only.
The latest periodical publications are not issued home, the others are issued for a period of 7 days.
Readers, who have a temporary ticket to use the Library, and readers from other quarters of the city are requested to submit a deposit fee, which is equal the value of the items issued home.
The items, not returned in time, are levied a fee of 5 cents per each overdue item per one day.
For overdue books a reader has to pay fines.
Encyclopedias, dictionaries, reference books and latest periodical publications will not be lent out.
To order a book or other material through the Interlibrary Loans service is free of charge.
